The Puerto Rico Traffic Safety Commission (Comisión para la Seguridad en el Tránsito, CST) is the controller of personal data collected through this educational portal, in accordance with Act 39-2012 and other applicable law.

- Course registration data (name, email, username).
- Usage data needed to operate the educational service.
- Messages sent through the contact form.

3. Purpose
Data is used only to: (a) manage course access and progress; (b) issue and validate digital certificates; (c) respond to inquiries; (d) meet legal and cybersecurity obligations of a government portal.

This portal uses HTTPS, security headers (HSTS, CSP, and others), and administrative access controls. No system is 100% invulnerable; reasonable safeguards are applied.
