Commitment to accessibility
The Puerto Rico Traffic Safety Commission (CST) is committed to ensuring that its web portal is accessible to everyone, including people with disabilities, in accordance with Act 229 of 2003 of the Government of Puerto Rico.
Conformance level
This portal has been designed and developed to comply with the Web Content Accessibility Guidelines (WCAG) 2.1 level AA, in accordance with the standards established by:
- Act 229 of 2003 — Accessibility of Government of Puerto Rico websites
- Section 508 of the Rehabilitation Act (federal)
- Title II of the ADA (Americans with Disabilities Act)
- WCAG 2.1 Level AA — Web Content Accessibility Guidelines
Measures implemented
To ensure accessibility, this portal includes the following measures:
- Full keyboard navigation across all interactive components
- Visible focus indicators (3px solid, 2px offset)
- Touch targets of at least 44x44 pixels
- Minimum color contrast of 4.5:1 for normal text and 3:1 for large text
- Screen reader compatibility through ARIA landmarks, roles, and live regions
- Support for high contrast mode and forced colors (Windows)
- Respect for the user's reduced motion preference

- Logical and structured heading hierarchy
- Alternative text on all images
- Labels associated with all form fields
- Page language declared correctly (lang="es")
Compatible assistive technologies
This portal is designed to be compatible with the following assistive technologies:
- NVDA and JAWS (screen readers for Windows)
- VoiceOver (macOS and iOS)
- TalkBack (Android)
- Keyboard navigation in all modern browsers
Known limitations
Although we make every effort to ensure accessibility, some areas may present limitations:
- Third-party content (Contact Form 7 forms, Tutor LMS) may have limitations outside our direct control.
- Linked PDF documents may not fully comply with WCAG 2.1 AA.

- The chatbot announces answers as plain text depending on the screen reader.
